The Arizona 140NR Income Tax Form regarding individual income subject to AZ tax is unclear to me. First does this apply only to a business or also to an individual; and, if so,how do I determine if a business paying a dividend has situs? We are no longer residents and plan on filing to claim a refund due us.

140NR is only for individuals. I'm not sure that I understand the rest of your question. Are you filing an individual return as a nonresident? If so, and you were paid dividends, they would be reported on your resident state's return.
